Can you Pan and Zoom a Picture in PowerPoint?

You certainly can (if you have version 2002 or higher anyway). Glenna did a
great tutorial here:

Follow these steps to Pan and Zoom your picture in PowerPoint:
Open the PowerPoint->Animations->Custom Animation-> the custom
animation Options will appear. Choose the picture ->open the drop-down
menu of Add Effect->Entrance->More Effects->in the list of Moderate,
choose Grow&Turn ->OK ->when the PowerPoint is playing, you can press
spacebar to get the picture to Pan and Zoom
Note: You can choose other custom animation Options as you like. ^_^
