Excel Can you lock the value of a cell but not the format?

I am creating a status document. I want to lock the number value in a cell but allow the users to change the color format or fill of the cell. Is this possible?
 
Yep you can do that. On the ribbon select the Review tab, and then click on Protect Sheet. It will then take you to an option box where you can add a password and specify what you want users to be able to do.
