Can you limit tranfer rate on downloads?

During certain downloads, if I max out the transfer rate of the T1 at 180
kb/s.. It seems that the rest of the office shuts down almost as if I am
using up all the bandwith.

Can I set a limit of the download transfer rate say to 100 kb/s or any other
rate I choose?

I am using Win2000 - IE SP1 6.0.28

An easy way to do this is to use a third-party app like:

Lots of other, similar tools out there - for example:

Depending on the size of your organization, there are even more
sophisticated solutions:

We're a small company (11 people and only 5 using the web).. So I will
stick to the basics.
