Does anyone know if you can downgrade from XP to Win95?
I have a program that was written for me that doesn't
work on XP, but works on my PC at work with Win95. I
need to load it on a notebook that has XP, but it doesn't
work with that. If I have my 95 CD, can I install it on
the notebook over the XP? Is it safe?

Have you tried Compatibility Mode for the older program?

You cannot downgrade an operating system, you have to reformat the hard
drive, wiping every piece of information out, and then install Windows95.

As Cari said you can not downgrade non destructively. Another problem might
occur and that is if your laptop is new you might find that Win95 won't even
run on it. It is possible that there are no Win95 drivers for some of the
hardware given that Win95 was released 8 years ago. I have systems that
won't run Win95.

Try compatibility mode with the program. Simply install it and then right
click the shortcut in the Programs menu and select Properties->Compatibility
Tab->use Windows 95. If the installer doesn't want to run do the same and
see if you can fake it into thinking it is installing on Windows 95.
