Can you create "templates" in drafts

In Outlook XP is there a way to set up a "template" in drafts for a frequently used e-mail messages or forms so you can send them yet keep them in drafts. Now I just copy and paste to a new message but sometimes I forget and send my "template" which removes it from Drafts and makes it a Sent Item.

Publish your template to the forms library. That way, the template is
always available. See this page for some assistance:
