Can you block one user from using applications installed by another?

Hi!

In a few weeks, my significant other will be moving in with me.
Although I intend to share everything with her, including my computer,
to the extent possible, I would like to have some data stored in my
desktop off her limit.
For example, personal account information, contacts list, etc.

Is there any way I can pull this under Windows XP?
Although multiple accounts can be set up in the Windows, each user
seems to have different favorites, my documents, but still be able to
use all the applications installed on the computer, which is where the
sensitive data can be accessed.
 
Data is in files not applications. So it's the wrong question and the answer is a few ways.

To prevent access to your data type file permissions in help and remove her permission to access the data. This way also restricts access to applications as well (on the exe).

Rightclick the folder in Documents and Settings (put
your files there) and click properties > sharing tab
