Not AFIK. You can download a trial version of FadeToBlack which *will*
rotate with preservation of aspect ratio if you are careful in the
specifications. Google for it. Moviemaker will rotate but will not
preserve the aspect ratio. Adobe Premier will also rotate and preserve
aspect, but the startup time, at least for me is oppressive and the
program logic is, well, Adobe.
