I maintain a small rural library's computers with a variety of protective
software. Also with volunteers who often kludge things up!
Windows One Care Live seems like a great remedy for this situation.
Does any one have any insights/expertise with this software?
Are the purchase prices reduced for such situations as I work in?

Many thanks for any help you can give me.

If I understand you correctly for your situation you may want to take a hard
look at the free Shared Computer Toolkit to lock computers down using
options usually only available to those running an Active Directory domain.
The link below gives you all the details. You of course need antivirus and
antispyware programs and I can not comment on the effectiveness of Windows
One Care Live for that not having used it as I use free for personal use
products [AVG and AdAware SE] but I don't know offhand if such products are
free for a library. The built in Windows XP firewall is adequate for most
situations particularly where a computer has been locked down to not let
users install unauthorized software. --- Steve
