Can we recover delete Files?

Hi
I want to ask you there is any way to recover delete files
in windows 98, ME, 2000, XP. For example, I delete my
*.doc,*.xls Audio file Video file Pitcher file or any file
and after that I empty my recycle bin. Now after this all
can I recover my file by any options or any programs? I
know no one can do this all thing by mistake but I just
want to know there is any way for this or no.

The "best" approach that we have found is to use one of the third party
packages.

In a discussion, a couple of days ago, one of my guys said that the ones he
had tried worked very well.

Winternals has disk commander. Very effective - as long as the drive is not
