Can we change these settings automatically for all users?

We changed our certificates that are used for encryption and signing and now
we have to change certificates from Outlook
Tools>>Options>>Security>>Settings menu.

Can we change these settings automatically for all users?

we are using Outlook 2003 and windows xp

Have you looked at Outlook Profiler?
