Can Users member open port under 1024?

Hello,
the subject tells it all. On Linux, this is restricted only for kernel. Is
it the same on Windows?

Port 1024 is the beginning of the Ephemeral Port Range. This is NOT a
well-known port.

No, I wanted to mention some other problem ... can ordinary Users group
member start some process (running under his account) which opens port under
1024 (under the Ephemeral range)?
