Scenario:

Chicago office hosts Exchange 2000 server.

New York office has two employees that are POP3 clients. These users wish to
assign tasks to each other via Outlook XP. Can this be done with a POP3
setup?

Task Requests should work with POP/SMTP whether or not Exchange is involved.
 
When a task goes from one user to the next, it only appears as a message and
not a task....
 
It's not getting sent as RTF. Make sure the recipient is enabled for RTF
formatting (double click on the email address to check it's properties).
There is also an option to convert RTF to html when its an internet
address - that is in tools, options, mail format, internet and may need to
be changed too.
