can these files be deleted safely?

is it possible to delete the contents of documents and settings/owner/complete?
These are hidden as they are protected o/s files but they are just
compressed zip files which are taking up a load of space.

The Owner user account is the generic account created by the computer
mftr. (Dell, HP, etc.) because naturally they can't know who is going to
purchase the machine. If you have created other user accounts and are
sure you aren't using the Owner account, simply delete it from the User
Accounts applet in Control Panel. You will be asked if you wish to
delete the files; say "Yes".
