can;t get rid of pesky program

I installed Weather.com/desktop a couple of weeks ago,
and found out that there is this little pesky program
attached to it that I can't get rid of.
It's called "whistle" , and everytime I go to another web
page, it pops up on the side .. really gets annoying to
have to close it each time.
Has anyone else had this problem?
I uninstalled weather subscription, but the little rat is
still there. I've tried to search it out and "erase" it
using a program that writes "0"'s over it, but it is well
embedded somewhere.
Any ideas how to get rid of "the rat"??
Also, just curious on this one ... I have been using XP
Home Edition since April/2003, and there have been SO
MANY patches and updates I lose count of them.
I know this sounds stupid, but is there any way to
recover ANY of the drive space ... each one counts ...
some 15 MB, others 7 MB, etc ... and on and on ...
Is this drive space recoverable ?
I know NOT to delete them.

Spybot and adaware everyone who connects to the
internet should run these programs at least one a week
