The worker process failed to initialize the http.sys communication or the
w3svc communication layer and therefore could not be started. The data field
contains the error number.

Try this:

You receive a 2269 event message when you try to start a worker process
in IIS 6.0

If that is not the answer then post the complete error message from the
Event Log.
