From a technology perspective, there isn't an issue. You can, technically,
install excel as long as you've built your OS image correctly.
From a licensing perspective, excel must be used in support of your embedded
application. You can't deliver a general purpose machine with XPE, Office,
Games, etc. For that, you'd need to use XP Pro. If your embedded
application used excel to do calculation, etc. that's perfectly fine.
As far as "is there a place on the web that defines this" - not that I know
of. You need to consult your CLA (Customer License Agreement) and the ALP
(Additional Licensing and Provisions) document for XP Embedded. Ask your
distributor.
An easy way to keep the perspective in your mind is "would doing this
cannibalize Microsoft's XP Pro business?" XP Embedded wasn't released into
the marketplace to make sure they sell XP at a lower price. It was put into
the marketplace to address device types that may have been lost to competing
OSes based either on price of EEF (embedded enabling features).
