Rather than using the 'Run' box just type 'cmd' (without the quotes) in the
star search box (click the start button and type cmd into the search box).
The cmd.exe application will appear at the top of the start search menu. Now
you can either just hit the Enter button to open the command prompt or, I
that doesn't work, right click on the cmd.exe application and select 'run as
administrator'. You should now have access to the command prompt window.
