Can send but not receive

We recently changed providers and the new provider
requires authentication on the outbound side. We have
checked the box and on some machines set the password
rather than defaulting to the inbound username and
password.

The problem is that we can send just fine. But we can not
receive. In outlook 2002 setup we can use the test button
and everything seems fine, (all check marks). In some
cases we even get the return mail. But on all Outlook
2002 systems, that is the only mail received.

Additionally, we do not receive any error message at all.
When poking the send and receive button it seems to go
through all steps fine.

Additional info: We are using Exchange Server 2000 on our
end with dedicated IP's for office staff. The mail server
is a POP3.

Any Ideas would be appreciated.

While you can connect to Exchange using POP protocols, why would you if
Outlook is your client?
 
Do you get any error messages when you try to do a send/receive? If so,
what are they?
