Can send but not receive (XP/2002)

Hi,
I am having a problem with a particular user, in which the user can send
email but not receive. It is a problem with two email accounts, both POP3
and hosted by an external service provider but used only by one person.
Both account are "@ the same domain." All other (17 total) users are
operating perfectly. There is no firewall or port blocking anywhere. The
user is able to perform all other network activities except send email.

Testing email account settings via; "Tools" --> "E-mail Accounts" --> "Test
Account Settings", produces an instant error, (i.e.. doesn't have to think
about it) stating that "no network connection could be established" and
instructions to set the "type of connection" by going through the "more
settings" button in the "email account options."

The connection type appears to be set up correctly, and I have run internet
explorers "Internet Connection Wizard" again (a few times) in a vein attempt
to re-create a network connection. Everything appears to set correctly.

Other users can log on to the machine and send and receive fine. (All have
roaming profiles) The user with the email problem cannot not receive email
from any other machine either.

Does anyone know what the problem is or how I can fix it?

I have run into this, and share your pain.

I would double check the following:

spelling of the pop server
spelling of the smtp server
the connection options (my outgoing server requires
authentication/use incoming server logon/log on to
incoming server before sending

I would also do test to see if deleting one of the
accounts enables the machine to receive email. If so
research possible problems of multiple account types
within a single profile. It shouldn't happen, but it can.

All the settings have been triple checked, and then some.
The email accounts are fine, I checked them on my user account.

I was hoping someone might know of a registry (or other) setting that would
dictate the network connection for outlook. As I said, the obvious place,
inside the "more settings" options is not having any effect.

I'll just re-create the user account tomorrow, rather then waste too much
time on it.
