can rules wizard help me in this case

I am using outlook 2002 for viewing my corporate mails. I would like to know if 'Rules wizard' could help me in the following cases

1. Automatically Forward the CONTENT of the mail from a specific address to another address WITHOUT FORWARDING ANY ATTACHMENTS [ even if the original message has any attachments

2. To send out a standard text or a stantad notification to a mail address if i receive any mail from a specific mail address

No, Outlook rules can't do this. It could, however, be done with custom code
or possibly some of the tools at http://www.slipstick.com/addins/pager.htm
