Can receive fax but not send

I am trying to get my fax working. I can receive a fax
but I can not send. It goes through all the motions. You
can actually hear it dialling but it doesn't connect to
phone. When it says it is dialling and you lift the
receiver there is still a dial tone.
 
You get no error message at all from the Fax Monitor? What Fax program is
this?
 
It is Microsoft Fax Console Version 5.1. It comes on with
XP. And I do not get any error messages of any nature.

Then we have no way to troubleshoot the problem. The Fax Monitor should
display the error, or you should see something in Event Viewer. What are the
audible clues as to what the modem is doing?
