Can receive e-mails, but can't send them. My ISP has given up

I just purchase a new PC and re-installed my Office 2003 on it. I can't
receive e-maoils but vcan't send them. I get an error message that the server
is refusing connection. I checked with my ISP and they checked all my
configurations and their server and everything is OK so far as I am
concerned. Their view is that it is a configuration somewhere in Outlook or
Windows. I removed Norton Internet Security copmpletely to check if that was
the cause, but the provblem continues. Changed all the settings to whatever
Symantec advised and still nothing. Can anyone help?
 
Are you referring to your ISP's mail server? I know that some ISPs block
port 25 to prevent spam, which prevents Yahoo Mail from being sent. I'm
assuming in your message that you ment you can receive mail, but can't send.
If you're using Yahoo mail, then you just need to use their alternative port.
 
Thanks for your response. Yes, I meant to say that I can receive but can't
send. I'm not using Yahoo, I'm using BigPond (considering changing to Optus,
but I fear their will be as incompetent or worse than Telstra)

Are you properly authenticating to the outgoing server?
