Can receive but not send..0x800CCC0F error

Hi, I keep getting this message when I try to send from
Outlook Express, Windows XP Office, newest edition.
Strange thing is, I can set up Outlook with all the same
settings on my girlfriend's laptop and everything comes
through smoothly. Anyone have any ideas what's causing
the problem?

Do you have any anti-virus or firewall software on your computer? If so,
try disabling it one program at a time and see if one of them is causing the
problem. If one is, contact its vendor and see if they have an update to
fix it.
 
Thanks for the information, but the listed solutions are not very helpful. I've tried it with and without the firewall and AV sofware running. The error still pops up. Itreally is annoying, particularly since it appears to be so difficult to correct. Any other suggestions? Would a reinstall help? This error seems pretty common.

What version of Outlook are you running? Are you trying to connect to the
outgoing server provided by the ISP that provides your Internet connection,
or to some other server?
