can receive but can't send email

i have checked with my isp and it is not their problem, it has to be
something wrong with outlook (2003). what could be the problem, i have no
idea where to start... i get the error code 0x800CCC0F whenever i try to send
 
If you have a firewall installed (e.g. Zone Alarm, Norton System Works,
etc.), check its settings and error logs to make sure that is it not
blocking your mail program. If you have an anti-virus (or anti-spam) program
set to scan incoming mail, that could also be blocking your mail or the
firewall could be blocking the anti-virus/spam program.

i haven't checked that yet... but, i tried something different, i took my
laptop home, where i have my isp modem and tried to send email from home and
it worked... but when i have it at the office and connect to the modem at
work or even to a wireless network, i can't send, what do you think?

You're no a different network and the ISP for that network doesn't ike the
fact that you're sending mail from an address not in its domain. You have
to modify the SMTP server values to match the ones the at-work ISP expects.
