Can receive, but can't send email from Outlook OR OE

My firewall isn't interfering (Norton) My web browser does
connect to the internet fine, I'm on a cable ISP.
But when I click "Send/Receive" the message just hangs,
waiting to connect to the server.
I eventually get a time out message.
I can however receive email and do.
This just began happening earlier this evening.
As a fix I have
1 turned off all Anti-Virus/Firewall software
2 Tried to use Outlook Express to make it work
3 Deleted, Rebooted, and Reinstalled 3x.

When I reinstall however I am still getting all my old
settings (mailboxes, accounts, sent mail and messages etc)
still in place. So there doesn't seem to be any kind
of "fresh install" going on.

Any help to figure this out would be appreciated.

I am having the exact same problem. I can't find an
answer.
If you find something, let me know. Mine started today
too.

As of 11:04pm EST DC Metro Comcast is admitting they are
having an email related problem. Currently you can't even
access their online mail servers.

Typical.

They blame us or our software for a problem that they
should identify as their own before we take hours of our
time to hunt down needless "fixes"
