can receive but cannot send using SSL smtp server

Although I was able to do so for a long time before a recent reformat/reinstallation, I now am unable to send e-mail through a SSL server for port 465, although many times "test account settings" does find the smtp and send a test msg. I am using Outlook 2002 and a security certificate I had to download from the server site and save in the certificate store. I have tried recreating the account, reinstalling Outlook, reinstalling Windows, and reformatting/repartitioning the whole HD to solve this problem, but nothing has worked. What is more disturbing is that I was able to send using the smtp for most of a year, but after a recent reformat, suddenly I cannot.
 
Have you patched Outlook 2002 to at least SP-1? Through an oversight, the
released version of Outlook 2002 only did the Internet-standard TLS (on port
25 and within the SMTP protocol) and didn't support the older, non-standard
SSL on port 465. That was fixed in SP-1.
