I am not sure exactly what you mean, but the answer is probably no.
A RRAS server will lease a batch of IP addresses from DHCP to use as its
address pool by default. The only way to change this is turn of the DHCP
option and set up a static pool of addresses for it to use instead. You do
this from the RRAS console.
