can process speed be restricted?

I'm trying to solve the following problem:

I've got a brand new HP that has only one app installed
(it happens with any app though). The cpu won't go above
50% as if some setting in XP prevents it.

The computer is not connected to anything. There are no
viruses. I done a non-destructive format twice,
reinstalling different programs (photoshop, bryce, etc.).
Priority of the app is set to real-time. Nothing else is
running except the system minimum. And yet the process
speed won't go above 50%.

any suggestions?

Speed or usage? If all it needs is 50% usage, it's not going to take more.
 
While a process is executing, it requires various services:
Memory Management
Disk I/O
Video/Sound
CPU etc
It is also sharing these resources with WinXp and its services.
The best thing to do is to look at the System Idle Process.
My guess is that it will be at about 40%CPU - meaning that the
CPU is waiting (idle) about 40% of the time.
It is idle because all processes eligible to run, are themselves
waiting for a resource (other than the CPU) - probably disk I/O.

usage. It is a rendering program so it should be using
100% of the cpu.

I'm failry certain it is not a hardware problem because
when I perform tasks in the task manager, the total cpu
use will spike to around 80%

The process running is a rendering program. It should be
using 100% of the cpu. You are correct that the "system
idle process" is at 50% indicating that the cpu is not
being fully utilized by the application. I've got plenty
of RAM, so the process is purely a computational
exercise. I have another computer running xp and this
same application and its cpu does run at 100%.

This is a brand new machine, with as far as I can tell,
some setting that is restricting cpu usage. I have tried
other programs such as a photoshop task and I get the same
low performance. It is an awfully wierd problem.

Does your machine have a Pentium 4 with Hyperthreading
enabled? If so, what you're probably seeing is the
rendering problem being unable to use the
second 'virtual' CPU for some reason, but pegging the
processor. Because hyperthreading shows to the OS "two"
CPU's, the OS sees one pegged and one "idle", hence 50%
usage.

that some xp setting unknown to me is restricting the cpu
acccess as there is no other process running and this is
a brand new machine.
