Can Powerpoint achive the same effect as the following link?

Hi All, I am asked to prepare an interactive and dynamic presentation in the
area of enterprise architecture. The source of data should store in database.
The effect I want to achieve is something as the link below. I am thinking to
use either Flash or Silverlight. I am wondering whether Powerpoint can do it?

Which effects? The expanding lines from city to city could be animated on a
trigger. The popups might have to be triggered when you click the city name,
though. Well, they could be triggered when you click whatever, but having
one of two animations (lines and popup) trigger when you click the city's
circle wouldn't work well. You could have them *both* animate when you click
the city's circle, but basically you won't be able to do the exact same
functionality easily. That's really all I'm saying.

I wouldn't do this in PPT if it's very extensive, though. I think it would
be very unwieldy. If I had to do it in PPT, I'd use PPT 2007 so I could
easily name the animated objects so I could tell what I was working with.
Otherwise it would be a complete nightmare.
