Can ping can browse to but cannot access

I work on a WAN with 16 sites. 2 of the sites cannot access each other, but
they can access all other sites.

From site 1 2003 Server DC I can ping Site 2 2003 Server DC by name, I can
browse to it.

If I type \\servername in the start run box, I get the error "Windows cannot
find <\\Servername.domain.local>. Check the spelling and try again.

If I open a browser and type in <servername> I get the error "No network
provider accepted the given path."

The same thing happens from all the servers at the other site.

As I said both sites can ping each other by name but neither can access the
other. They are both in the same domain but they are in different subnets.
Both sites have DNS servers.

Why is this happening. Everything has been working fine, no updates or
patches that I know of, no removal of any spyware or viruses, and both sites
can access all other sites in the network.
 
Sounds like master browser issue. You can use browstat to check the master browser status. This web may help,

This is the result of the browstat command. I can't see anything wrong. I
have tried the group policy change to allow LM and NTLM but that has not
helped.

I checked the NETBIOS Helper for TCP/IP is running. Its just these two
sites can access every other site just not each other.

I doubt it's a browser issue. The browser won't work across routed subnets
anyway, being broadcast based. The fact that you type //server and the error
message returns the fqdn of "server.domain.local" implies that name
resolution was via DNS. Do you use WINS? Is WINS ok? Since you can ping by
name, verify that nslookup is returning the correct ip address and that
tracert take you to the correct subnet. Other than that, it sounds more like
a SMB / NetBIOS over TCP/IP issue. Can you ftp? What about connect to a web
server? That would narrow it down even more to a protocol transport or
firewall problem. Post again after you run a few more tests. You can always
set up a quick IIS ftp and Web to test.
