Can Outlook dial contacts with broadband

I want to be able to dial a Contact using broadband rather than an ordinary
modem. Is that possible? What settings should I use?

Assume he does have VoIP. I'm sure many would like to know. There
ought to be something on MS FAQs by now.
 
If he has VOIP, Outlook would have no solutions.
Outlook simply uses the Windows dialer which supports only analog phone
lines and modems.
His VOIP provider would have to provide a method to interact with the
Windows dialer.

Yes, I do. But that is a separate system that I have started to use. What I am trying to do is the use the Outlook dialler to make a conection through my landline. I used to be able to do that when I had an ordinary modem. Now when I Start Call I get the messages: "please plug the phone into your modem" and "unable to detect dialling tone" At present my phone is connected into a microfilter and then to a BT socket; the ADSL modem is connected to the computer by one cable and a cable out from the modem is plugged into a second socket in the microfilter (which is plugged into the BT socket). Mybe it's not possible.
 
You cannot use an ADSL modem for this.
You would have to obtain a DSL line filter suitable for connecting a
standard analog voice line to the DSL line and then connect that to your old
analog fax modem.
