Can anyone still access my computer if I disabled my computer's local
connection to LAN?

Sure, it is called a Backdoor Trojan.

Unplugging your network cable is your safest course
of action. It's also much simpler than disabling the
network adapter.

Using a NAT Router or a NAT Router with a Full FireWall implementation is even easier and
allows protection when the user actually wants Internet connectivity.
