Can only open IE 2 times before getting a page can not be displaye

I can open one web window, close out, open a second web page, close out but if I try to open a 3rd webpage I get the page can not be displayed error and the only way to get IE to work again is to reboot.
I am running Windows XP Home Edition Service Pack 1 (build 2600)
I have all current updates for the OS and the browser
I am using Norton and have scanned with Trend and McAfee and found nothing.
I installed Foxfire which acted the same as Internet Explorer.
I took the cpu to the shop that assembled it. He rebuilt the Winsock system which seemed to help for a few hours then back to the same problem.
I have tried running with Norton uninstalled then reinstalled.
I tried restoring to an eariler date.
I tried reinstalling Windows Xp Home. (not a reformat install)
I use Weberaser regularly as well as Adaware and Spybot once in a while.
I ran system file checker and found nothing.

Any ideas on the problem?

You didn't mention if you were behind a proxy or not. If so, perhaps this article can help.

If that's not the case... it sounds like your using up your http 1.1 connection limit (2). This article provides more information regarding this issue.

Here are a couple of simple suggestions:
Have you tried changing your home page? If your home page is a .asp or .cgi page, this might happen.

Have you tried closing all applications before opening Internet Explorer? One of you applications might be making hidden connections to the internet. Check in Task Manager to see if you have any programs running in the background.

Winsock:
This issue is probable caused by a 3rd party program installing a modified version of the winsock.dll. Try searching your computer for winsock.dll. Did you find multiple copies? Try this article: http://support.microsoft.com/default.aspx?scid=kb;en-us;316894

Other:
I cannot personally vouch for the following software, but many people have found that it worked for them. You might want to do a search on the internet for "WinSock XP Fix". Once again, I have not used this fix personally and I cannot support the use of it. I recommend you read up on what problems people had that this fixed.

You mentioned that your winsock system was fixed and then after a couple of hours the problem was back. This really does point to a winsock problem and it suggests that some application on your system is replacing it. You need to figure out which one.
