Can Only get one window to open

All of a sudden out of the blue I can't open more then one
widow at a time. I have tried using "ctrl N" when I have
my browser open as well as clicking the "e" in my click
launch but for some reason it won't open up a second
browser. Any one know what the problem could be?

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".
 
I did go to tools-internet options-advanced and the reuse
windows box is not checked. This is why I am so baffled as
to what is happening and can figure out how to fix it.

Which OS? Can you do an IE Repair?

If you can the most general way to do it would be to Run...

rundll32 setupwbv.dll,IE6Maintenance

Note that the actual repair phase is done by during a reboot
so you might as well close all applications before doing this.
Also, in case your security programs might interfere with the
repair I think that you should disable them temporarily (not just
stop them while you are running the above command but prevent
them from starting on the next boot.) (That can be "Plan B"
if the first execution of the repair doesn't help.)

Try this:
Disable spyware or uninstall spyware software.
