Can not turn off the system as a user

Good morning:

After I upgraded to SP4, I lost the ability to shut down
the system as a logged in "User". To shut down, I am
forced to log as an administrator or just pull the power
plug. Can anyone shed some light on this annoying issue.

Logon as the local administrator and run gpedit.msc. Drill down to Local Security Policy / Computer Configuration / Widnows Settings / Security Settings / Local Policies / User Rights Assignment and check who has the effective right for "shutdown the system

This is, IMHO, a "Good Thing". When I started as administrator at the
Hospice I work at, the so-called consultants had set up the policy so that
everyone got a "Shutdown" option. Most of our users log onto a Citrix
server. We found that about every week or two, someone would select "Logoff"
and answer "Yes" when prompted "There are 45 other users connected. Are you
sure?".

Haven't had a problem since. My advice is to leave it as it is.
