can not set Outlook as Default email

I have a user that when I try to set their default email client to Outlook,
it does take.
I open IE, go to Tools, select Programs and tell it to use Outlook as teh
default email client.
I click Apply, and close all the various windows. I go back and look
again, and it set itself back to using outlook express.

No errors in teh event log.

Win2k pro

Fresh install of windows and office.
 
To make Outlook the default program for E-mail, Contacts, and Calendar
1.. On the Tools menu, click Options, and then click Other.
2.. Under General, select the "Make Outlook the default program for E-mail,
Contacts, and Calendar" check box.
