Can not send pictures

My neighbor's outlook express will NOT send pictures. It just hangs forever and gives the message of: Error your server has unexpectedly terminated the connection. Post causes for this include server problem, network problems, or a long period, of inactivity. Subject cat pic, account: 'earthlink.net', Protocol: SMTP, server response: 421 albatross.mail.pas.earthlink.net incoming data timedout - closng connection Port 25 SSL
The Event System Warning says: Failure Audit/Security/Policy Change Event 615 Network Service.
What should my neighbor do.

Does this e-mail account function correctly
when there are no attachments included?

Is it possible that the file size of the attachment
exceeds the limit of your friend's ISP?

There's also a possibility that a security setting
needs to be adjusted. For example...in Outlook
Express 6 you would go to...

Tools / Options / Security tab and uncheck...

"Do not allow attachments to be saved or
opened that could potentially be a virus"

BTW, generally speaking...it's a good idea to limit
attachments to one per message.
