can not send emails

Using windows mail on vista, with gmail account, this is the message I get
every time...

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject
'hello', Account: 'pop.gmail.com', Server: 'smtp.gmail.com', Protocol: SMTP,
Server Response: '530 5.7.0 Must issue a STARTTLS command first.

You did not read the Gmail setup instructions completely.
You need port 465 with SSL boxed checked.
Incoming needs port 995 with SSL boxed checked.
Both of these settings are in the Account Properties Advanced tab.
 
I am having the same problem with a new dell laptop. Do you know how to
contact someone who can help fix this?
