can not send email

i have every day the same messagea and I cannot send email, I use windows mail

Are you using a connection to that server that goes through another
internet provider's equipment before it reaches 9online.fr? If so, such
connections to port 25 are often blocked to cause trouble for spammers.
If that's the problem, you can ask 9online.fr if their outgoing email
server listens to any other port for outgoing mail, and if so, what other
information is needed to use it.

What if any antivirus programs do you have? Some of them cause
problems in Windows Mail, although seldom immediately.

my antivirus programs is avast 4.7 family, I stop it and I have the same problem.I phone to my provider today, and the reponse is "there is no pb with the provider because the vebmail is ok, you must phone to support microsoft"
 
I attempted a telnet connection on port 25 with smtp.9online.fr
but the server did not respond. Looks to me like your SMTP server
is broken. Try a different provider, or get an account with Gmail.
 
Then you're getting a different error message. You could show the entire
error message for a faster answer.

Also, what if any antivirus programs do you have? Some often cause
problems in Windows Mail.
