Can not send email with Microsoft Office Outlook 2003 w/Verizon DS

All of my settings are correct. My incoming mail is scantekinc.com and
outgoing is outgiong.verizon.net. When I test my account settings everything
is fine. But when I say Send/Receive I get an error message of 0X800CCC13
Unable to connect to the network. Does anyone know how to solve this problem?
