can not renew IP address.

I am having problems with a compaq computer obtaining an IP address. The
computer has Windows XP on it. It was working for a few days, but for some
reason it doesn't any longer. The IP address that it shows it has is
169.254.104.135. When I go to Repair Connection in Windows, I get the
following message, "could not finish repairing renewing your IP address". If
I go to the command prompt, type ipconfig /release, it shows that it release
the IP address, it shows it as 0.0.0.0. When I type ipconfig /renew, the
following message come up, "An error occurred while renewing interface Local
Area Connection. The requested service provider could not loaded or
initialized." I have tried installing a new network card as well, but I get
the same messages. I have tried different cables, as well as plugging it
into a DSL modem and a router and still get nothing. I can set an IP address
and it will show that it is connect to something, but I can not access the
Internet or anything else on the network.

Have you checked / replace the network cable?

Have you tried this with the 'Administrator" account?

I have used several different cables and logged in using the administrator account.

Go to Start > Run > services.msc, and make sure that the DHCP Client
Service is started and is set to run automatically.

Look for relevant messages in Event Viewer (Start > Run >

The DCHP client service is turned on. I don't think it was before I
restarted it. Now the computer still can not connect to the Internet or the
network it is on, but the network icon in the system tray shows that there is
a connection. The computer still has a 169.254.x.x IP address. This address
does change when I turn off and than back on the DCHP client service, but
only the last 2 sets of numbers change. I went into event viewer and found
the 1st warning about the DCHP client service. The warning says that the
"computer is unable to automatically configure the IP parameters for the
network card (gives physical address of network card). The request service
provider could not be loaded or initialized. The file name that the warning
message is connected with is dhcpcsvc.dll, the source is Dhcp, and the event
ID is 1006. The error message before this warning is for a sxs.dll file.

The same message shows up every time the computer has been turned on. The
only thing that changes in the message is the physical address of the network
card because I installed a different card in it.

I have also tried just to connect to the router and I can not access that.
The computer will not ping the router either.
