can not release 169.x.x.x

I can not release 169.x.x.x IP address. please help.
I did below listed steps:
TCP/IP settings are all right. Can ping 127.0.0.1. No
error in Device Manager. Light is on in the back.
connection of cable is fine. used netsh command to reset
TCP/IP. ipconfig /release and /renew will not work, I mean
not releasing IP. reinstalled driver. disable Norton
Personal Firewall. Removed add-ware/spyware. can use
netbious (file and print sharing) in LAN, but not IP.
other computer works fine. I don't know what to do working
on it for 3 hours. No clue whats going on here. Any solid
help will be highly appreciated.
Also saw one driver like 1394 and disabled it.

It isn't possible to release a 169.254.x.x IP address, because that
address wasn't assigned by a DHCP server. Windows XP automatically
assigned that address to a network connection only after it tried and
failed to connect to a DHCP server. A network problem (hardware or
software) is preventing communication with the network's DHCP server.
The 169.254.x.x address is the result of the problem, not the cause of
the problem.
