can not open multiple pics

Does anyone have any knowledge on why after reinstalling
xp it will not allow multiple image to be opened into a
chosen image program? never experienced this issue
before. I had always been able to Select several photos
and then right click to open with a program , and they
all opened , but now only one at a time. ARRRRRgggg
frustrating>
 
For the most part, this is determined by the target program itself; what
"chosen image program" are you using?
