can not open attachment paperclip

If you paperclip (attachment) will open up for the
attachment to be display, How can you fix the problem?
 
There is no paperclip (attachment) in IE6. If you mean OE6
Tools menu > Options > Security tab
Uncheck "Do not allow attachments...."
(Assuming you really want to disable this security feature)
