Can not install Direct X - v.9

Hi,
Question: Why can't I download and install Direct X v9? I have Window XP. I've tried a number of times, yet I get a message saying that I can not install it. A response will be greatly appreciated

click Start, click Run, type DXDIAG and click OK. See what your current
version of DirectX is.
