But it calls up Outlook to send it - and that part is not working:
If I click reply the normall security box comes up with a delay timer
for allow for 1 minute however, that disappears and nothing happens.

Outlook EXPRESS NEWS has nothing to do with OUTLOOK and does not need
OUTLOOK open to function.
Your problem rests with outlook EXPRESS ( A different program to
Outlook).

Outlook 2003. Tried with Outlook open. Although in the past Outlook
doesn't need to be open.
Version of Outlook?
Is outlook open when you do this?
Did you try running detect and repair?
