can not format HD

MY PROBLEM IS THERE ARE 2 OS ON MY CPU (XP FAT 32) AND
(XP NTFS), HOW THAT HAPPENED IS ANOTHER STORY, LOL. NO
NEED TO SAY THE SYSTEM IS NOT STABLE THEY ARE BOTH
RUNNING TOGETHER, HAVE TRIED FOMAT FROM DRIVE C, BUT IT
WILL NOT ALLOW ME TO SAYS TO CLOSE THS OTHER OS. HAVE
TRIED 98 BOOT DISK BUT THAT WILL NOT WORK EITHER, HAVE
USED A WIPE PROGRAM AND THAT WILL NOT WORK. IF ANYONE CON
HELP IT WILL BE GREATLY APPRECIATED.

You need to install xp cd,reboot computer,boot from cd,recovery,press the
enter key for password,at the curser type:FORMAT C: /FS:ntfs
When thru,type:EXIT
Reboot to cd,install xp,if you only have the upgrade version of xp,recovery,
type:DiskPart Then delete the xp partition that's unwanted,if still not right, do
DiskPart,then type:EXIT Then type:EXIT Reboot to cd,then select install xp,new
copy,xp will format the drive.
This gives some options,xp cant do anything to C: drive while explorer runs,booting
to the cd it can.You can always type:HELP DiskPart /? or FORMAT /?
