can not delete file "in use by another program"

when trying to delete a file from my documents or my music...message appears
that file in use by another program....tried removing media player (suspect)
and that will not be allowed either..."program in use......."...was going to
crash system and use hp system restore and get red screen that says "contact
hp"...what is going on here???....options???/....tks in advance for any help
with this matter....bill
 
Try logging on as another user to delete or worst case delete from the
recovery console.

Assuming you already tried to take ownership. First you'll need to Control
Panel|Admin Tools|Local Security Policy Recovery console:"Allow floppy copy
and access to all drives/folders" set to enabled

To start the Recovery Console, start the computer from the Windows XP
CD-Rom. At the "Welcome to Setup" screen. Press F10 or R to repair a Windows
XP installation, and then press C to use the Recovery Console. The Recovery
Console then prompts you for the administrator password. If you do not have
the correct password, Recovery Console does not allow access to the
computer. If an incorrect password is entered three times, the Recovery
Console quits and restarts the computer. Note If the registry is corrupted
or missing or no valid installations are found, the Recovery Console starts
in the root of the startup volume without requiring a password. You cannot
access any folders, but you can carry out commands such as chkdsk, fixboot,
and fixmbr for limited disk repairs. Once the password has been validated,
you have full access to the Recovery Console, but limited access to the hard
disk. You can only access the following folders on your computer: drive
root, %systemroot% or %windir%

Then from the recovery console command line;
SET allowallpaths = TRUE

to gain access to all folders and try deleting from here.

okay dave,,,think i (YOU) solved the problem....started new account for
windows and then deleted old account....think files are gone?????....will let
you know if things go bonkers on me again....later and thanks very
much....bill

I'm having the can not delete/move/remove file -problem all the time. (I even
re-installed xp to get rid of it). The only SIMPLE solution I can find is
this:
A smal program called Unlocker (v.1.8.5 aprox 192kB).
It opens automaticaly when you can't delete, move or rename a file.
Still, it's an enoying bug!
 
What you can or cannot delete depends largely on what file(s) you want
to delete. Pretty much all the system files will have this undeletable
condition. Which ones, specifically, are you having problems with? Are
they associated with programs you have running - even those in the
background like anti-virus or video-player software?
