Can not create new folder under favorites

Currently using win2k sp4 with ie 6.028 with login with
administrator access. Under the favorites menu option, it
seems that I can not create a new folder. I keep getting
the popup box stating Access is denied. (That is it, no
error code or anything remotely helpful). Was wondering
if someone had a solution for this???

How many folders and Favorites do your have (approx.)

Some parasites will create shortcuts in your favorite new variant may be
blocking it's removal/addition.
