Can not create a Quick launch toolbar

When I try to create a Quick Launch Toolbar I get the
following error message: ERROR, cannot create toolbar, I
try many times also reinstall Windows XP but It daes'nt
Work.
 
Have the very same problem with a fresh installed German
version of XP. Sorry no help yet ..

Just found a simple work around (menu items may be named
slightly differnt because I have a German version of
XP) : Right click to the toolbar, than go "symbol bars",
instead of quick launch bar, click on "new symbol bar",
Then select "create new folder" and select a folder
location that is easy to find, create the new folder,
with a meaningful name (like quickstart). Now move the
shortcuts you like to this folder or launch the new bar
and pull the shortcuts on to it. Then disable text and
title for it. One negative point - once you disable it,
its name disappears from the context menu, and you have
to reactivate by "new symbol bar" and point to the folder
again - so make the path easy, i used the windows root.
(The symbol for the desktop can be found in: C:\dokuments
and settings\"administrator"
\applications\Microsoft\Internet Explorer\Quick Launch)

A bit clumsy, but works .... still I would like to know,
why I get this silly Error message, if I want to activate
the normal quick launch bar.
